Clarence C. Quander, Jr., or "Q" as he has been called throughout his career, joined C&P in 1971, and rose through the ranks. In many instances, he was on the cutting edge of technology, developing policies and procedures, and required training of staff, local and outside the Washington area. In the early 80s, "Q" traveled regularly to New York, Miami, Las Angeles, and Alberta, Canada to pursue company mergers and partnerships resulting in the merger of C&P with the New York and New England Telephone Co. in 1984 to form Bell Atlantic. Known as a mentor and true leader, "Q" served as Diversity Manager in 1993 long before the wide acceptance of corporate DEI initiatives. "Q" served as an Upward Bound speaker, and was presented to young, aspiring African American college students interested in careers in telecommunications. In 1998, as Director of the Global Network Initiative, "Q" built the Network Operations Center for the corporate initiative to enter the long distance business, which merged with GTE to become Verizon. As a result of his contributions, "Q" was promoted through the ranks until retirement in 2003. He came out of retirement in 2004 to work on the FIOS project. After six years of retirement from the FIOS project, "Q" came out of retirement again in 2011 to work at the US Senate on a new telecommunications service, and the NextGen Telecommunications System and Cloud-based Unified Communications System at the US Department of Health and Human Services.
"Q" played on the company basketball team, Metro for several seasons, and competed in the Washington Metropolitan Corporate League. His top corporate motto is "Be Here Now."
Clarence has served as the Finance Council Chairman at Our Lady Queen of Peace Roman Catholic Church in Washington, DC since 2013. He led the parish facilities initiative in 2006, and replaced the parish's outdated telephone system. Clarence has served as a music minister since 1984.
Clarence is a gifted singer. He performed with the group, The Intrepids and recorded on the Cottilion label in 1971, "It's Just A Picture", and in 1974, "After You've Had Your Fling."
Clarence graduated from Anacostia High School in Washington, DC in 1968 and was in the first class of Federal City College, now the University of the District of Columbia, Washington, DC. He later attended the Wharton Business School, Executive Education, University of Pennsylvania, Philadelphia, PA.

Troy Quander is Senior Vice President of Regulatory and Quality and a member of the Executive Leadership Team at Butterfly Network, Inc. as of September 13, 2021. In this newly created executive position, Troy leads the combined regulatory, quality, and post market surveillance teams supporting the future strategy to meet the demands of the company’s scaling business.
Troy is a regulatory professional with over 25 years of Food and Drug Administration (FDA) and industry experience with a focus on regulatory affairs, regulatory compliance, and quality. He joined Butterfly from Olympus, where he was the Vice President of Regulatory Affairs, and responsible for global regulatory strategy development and execution for the medical device business segment. Prior to Olympus, Troy held key leadership roles for regulatory affairs and quality for Roche Diagnostics. In addition, he held previous leadership roles of increasing responsibility at Becton Dickinson, OraSure Technologies, Johnson & Johnson, and bioMerieux. Troy spent part of his career with the FDA’s Center for Biologics Evaluation and Research, as a product reviewer and product specialist for Team Biologics. He holds a bachelor’s degree in Biology from Lincoln University.
